MINUTES OF THE SAN JUAN COUNTY COMMISSIONERS MEETING HELD MAY 10, 1982

Time: 10:00 a.m. in the Commissioner's room of the San Juan County Courthouse.

Members Present: Chairman Calvin Black, Commissioner Robert Low and Commissioner Kenneth R. Bailey.

Minutes of the previous week were read and approved with the stipuled corrections for the May 3, 1982 meeting and a correction for the April 26, 1982 meeting, upon the motion of Commissioner Low and the second of Commissioner Bailey and it carried unanimously.

BLUFF TO MONTEZUMA CREEK ROAD RIGHT-OF-WAY CONCERNING EL PASO NATURAL GAS, CORP. DISCUSSED; County Engineer, Doug Pehrson, met with the Commission to report that he will be attending a meeting May 11, 1982, in Farmington, New Mexico, concerning El Paso Natural Gas right-of-way policies. He will find out what their policy would be on locating the Bluff to Montezuma Creek road near a section of their pipeline right-of-way.

PRARIE DOG PROBLEM DISCUSSED;

Commissioner Bailey reported that the prairie dog population is rising in the County. The County Agent,

Jim Stevens, has been certified to use strychnine for rodent control, but most private land owners are

not certified. Mr. Stevens is concerned about the liability to the County if it uses strychnine on

private lands and he will check into the legal rights of the County in this matter. Commissioner Bailey

suggested that the County Weed and Rodent Control Program us propane as an alternative to strychnine for rodent control.

OIL BID AWARDED;

After comparing the May 3, 1982, bids on oils, Commissioner Bailey moved to accept the bid from Black Oil. The motion was seconded by Commissioner Low and it carried unanimously. The Road Department will notify Black Oil that they have been awarded the bid for oils.

TIRE BIDS AWARDED;

Commissioner Bailey moved to accept the lowest bid per each type of tire specified by the Road Department and bid on May 3, 1982. The motion was seconded by Commissioner Low and it carried unanimously. The Road Department will notify each company of the tire models the County would like to purchase as per their bid price.

PROPANE BID NOT AWARDED:

Because the bid for propane, received May 3, 1982, was high, Commissioner Bailey moved not to award the propane bid at this time, and buy propane on the open market. The motion was seconded by Commissioner Low and it carried unanimously.

Commissioner Bailey will request that Al Haskins prepare a complete list of the propane tanks used by the County and specify which ones are presently owned by the County.

CATTLE GUARD AND CULVERT BID DATE SET;

Commissioner Bailey reported that the Road Department has set June 7, 1982, as the date for the County

to open bids for cattle guards and culverts.

MEMORANDUM OF AGREEMENT FOR ROAD MAINTENANCE;

Commissioner Bailey reported that the Memorandum of Agreement for Road Maintenance for 1982 has not been signed and returned by the Bureau of Indian Affairs, but they have been making the payments as specified in the Agreement.

BLUFF TO MONTEZUMA CREEK ROAD REPORT;

Commissioner Bailey reported that Mr. Winston Hurst has not found any archaeology sites on the first

three miles of the Bluff to Montezuma Creek road project.

BEEF BASIN WATER CATCHMENT PROJECT;

Commissioner Bailey reported that a water catchment project in Beef Bas±n has been designated for minority contractors and can only be opened to all contractors if the bids from the Moab district come in unreason-ably high for the project.

U.N.D.C. INQUIRES ABOUT RECREATION PROGRAM;

Curlene Nakai, a representative from the Utah Navajo Development Council, met briefly with the Commission to inquire if the County wanted to have the U.N.D.C. work with the County Recreation Program this Summer. She was advised to contact Mr. Dennis Jones and arrange a meeting with the Recreation Board in order for the Board to make a decision in this matter.

NUCLEAR WASTE TASK FORCE MEETING AGENDA FOR MAY 20, & 21st;

Commissioner Low reported that the schedule for the Governor's Nuclear Waste Task Force Meeting to be held in Grand and San Juan Counties on May 20th and 21st, has been prepared. The Governor is scheduled to fly into Moab the morning of the 20th, and he will tour the proposed repository site by helicopter that day...... The Department of Energy is planning to set up two working models of the repository site,

and Open Time has been scheduled to recieve public comments in Moab on May 20th and Monticello on May 21st.

HEALTH CARE BUSINESS DISCUSSED;

Commissioner Low reported that a Hospital Administrator has been hired and he will be arriving May 26th. It was requested by the Commission that when the Health Care Services Board meets this week, they discuss maintenance for the hospital grounds; making a careful inspection of the new hospital roof and request that the roofing contractor remove all tape from the copper flashing and curb stops; review the Hospital and Nursing Home personnel policy; discuss the possibility of hiring a doctor for the hospital; and elect members to serve on a regional health committee.

MONTICELLO POOL HEATERS AUTHORIZED;

Chairman Black reported that the heaters for the Monticello swimming pool building need to be replaced. It was felt that two heaters would be adequate. Commissioner Bailey was authourzed to contact Jim Wight to find out if he would be willing to install two heaters at his original bid price.

BLANDING POOL FENCE DISCUSSED;

Chairman Black reported that the renovation of the Blanding swimming pool will be completed by the end of this week. The Commission agreed that the County should get price estimates on matching redwood for the fence around the outside of the Blanding pool.

RECREATION BOARD REQUESTS WEED SPRAY FOR PARKS;

Chairman Black reported that the Reacreation Board would perfer that the Weed Control Program be used for sparying the parks this year instead of the Blanding golf course. The Commission felt that it would be more beneficial to spray the parks, and if the Board will prepare a list of the park areas it would like sprayed, Commissioner Bailey will deliver it to the Road Department for the Weed Control Program.

LAKE POWELL DEVELOPMENT MEETING;

Chairman Black reported that he attended a Southern Utah Interagency Meeting in Ticaboo on May 7, 1982. During the meeting, several important issues were defined in relation to the development of Lake Powell. Committees were organized to consider the improvement of the Burr Trail, a ferry at Hall's Crossing and increased state wide cooperation for tourist promotion.

TREASURER REPORTS ON TAX DEADLINE DATES;

The County Treasurer, Marian Bayles, reported to the Commission that the State Assessed Valuations should come by May 25th, and the law now requires that the mill levies be set by June 15th. She also reported that a new combined evaluation and tax notice is to be mailed this year by July 21st, and the deadline for Equalization Days is August 15th.

Marion Bayles stated that the new deadlines have been geared for the counties that are using computers and these new deadlines will be putting a strain on her office as each tax notice must go through four hand typed operations. The County has budgeted for a computer and Commissioner Bailey will get price estimates for a computer system that would benefit the County Treasurer's Office.

EQUALIZATION DATES RESET;

In order to comply with the new requirement, Commissioner Bailey moved to reset the County's Equalization days to August 2, 1982 and August 16, 1982, from 1:00 p.m. to 5:00 p.m. The motion was seconded by Commissioner Low and it carried unanimously.

WELCOME SIGN AT UTAH/ARIZONA BORDER DISCUSSED:

Mr. Alfred Richens of the Utah Department of Transportation, reported to the Commission and Peggy Humphreys, of the Development Board, that if the Development Board wants permission to maintain the Welcoming sign at the Utah/Arizona border, they need to write the Park Service regarding their intentions, and write the Utah Department of Transportation, in Price, requesting permission to maintain the sign on the right-of-way.

CROSSING LIGHTS FOR MONTEZUMA CREEK SCHOOL DISCUSSED:

Mr. Al Richens of the Utah Department of Transportation, reported to the Commission that the Utah Depart-ment of Transportation will install flashing 20 MPH lights at three locations near the Montezuma Creek school and also move the 45 MPH sign back further up the hill from the school, on the condition that a sponsoring agent could be found to provide two crossing guards and power for the lights. The Commission will write Lorraine Thomas of Montezuma Creek, as she had initiated the request for the caution lights and suggest that she contact the San Juan School District and request their support as the sponsoring agent for this school safety project.

CORRESPONDENCE:

A notice was received of the State Lands Committee meeting to be held May 13, 1982.

A Draft Copy of Regulations Governing Class B and Class C Road Funds was received and presented to Comm-issioner Bailey.

A request for County participation in the State Indigent Program for Fiscal Year July- 1983 was received.

The Amendment #1 to Social Service Contract # 82-8046 , as approved by the Commission on March 22, 1982, was received and signed by Chairman Black.

The Commission prepared and signed a letter to the San Juan/Conservancy District concerning the disposal of the San Juan Lumber Company property.
