ROAD MEETING

DECEMBER 3, 1979 TIME: 9:00 A.M.

PRESENT: COMMISSIONERS E. BOYLE, B. DUNOW. SURVEYOR D. PEHRSON, FOREMEN L.B. LYMAN, B. BRADFORD, A. HOLDEN AND L. ADAMS.

MINUTES WERE READ AND APPROVED.

EDDIE REPORTED HE HAD TALKED TO THE STATE ROAD PEOPLE ABOUT APPROACHES OFF COUNTY ROADS TO THE STATE ROAD PROJECT OF HIGHWAY 666. THE STATE SAID THEY WOULD FIX THE APPROACHES TO THE PROPERTY LINE BEFORE THE PROJECT WAS COMPLETE.

EDDIE REPORTED THE COUNTY COMMISSION HAD DONE ALL THEY COULD UP TO DATE TO GET CURB AND GUTTER IN THE CITY ON THIS SAME ROAD PROJECT. ( #666).

DOUG PRESENTED THE FINAL COST FIGUTES ON THE RED MESA PROJECT.

ACE REPORTED HE HAD HIRED E.G. BUCHANAN AS A TRUCK DRIVER AND RECOMMENDED A RATING OF 26-1. ALSO, THAT JOHN GORRIE BE PLACED ON PERMENENT AT 23-2. THIS WAS APPROVED BY THE COMMISSIONERS.

BERNAL REQUESTED CLYDE THOMPSON BE HIRED AT GRADE 26-1 TO WORK ON THE CRUSHER: ALSO

DAVID YANITO AT 23-1, AND GEORGE STICKLER AT 28-2. THIS WAS APPROVED BY THE COMMISSIONERS.

TEEK REPORTED HE WAS WORKING ON FRY CANYON ROAD, AND WOULD DO A LITTLE PROJECT IN RED CANYON BEFORE HE MOVED OUT OF THAT AREA. TEEK REPORTED HE HAD STARTED HAULING GRAVEL ON THE RED MESA PROJECT.

LYNN REPORTED THAT U.N.D.C. HAD REQUESTED ROAD WORK ON CAHONE MESA. THE COMMISSIONERS INSTRUCTED DOUT TO WORK ON A C.R. PROJECT TO COVER THE SECTION OF ROAD THAT IS NOT GRAVELED. LYNN WILL MEET WITH THE U.N.D.C. BOARD THIS AFTERNOON TO DISCUSS ROADS AND

COSTS.

BERNAL SAID HE HAD A REQUEST FROM MINERS IN THE BLACK STEER PARK AREA (212) FOR GRAVEL ON ROAD #212. THE COMMISSIONERS SAID TO WORK WITH THE MINERS ON THIS ROAD.

MINUTES OF THE BOARD OF COUNTY COMMISSIONERS MEETING HELD DECEMBER 10, 1979.

TIME: 10:00 A.M.

PRESENT: CHAIRMAN E.S. BOYLE, COMMISSIONERS BILL DUNOW AND CALVIN BLACK. ALSO PRESENT AL HASKINS AND DEPUTY CLERK PEGGY JORGENSEN.

Minutes of the previous meeting were read and approved upon a motion made by Commissioner Dunow and seconded by Commissioner Black to carry the motion.

COMMISSIONER BOYLE:

Commissioner E. S. Boyle reported that he met in Green River Wednesday night with members of the Health Board. He stated that seven members attended this meeting, four of them from San Juan County, and that he recommended to them that all but $50,000. of the surplus be apportioned to the four counties.

Commissioner Boyle also attended a meeting in Salt Lake City of the Social Services Steering Committee wherein they discussed the Poor and Indigent fund.

Commissioner Boyle also reported that he saw Skip Anderson and they discussed the Recapture Project. Mr. Anderson seemed to have a negative attitude toward the project as far as the State Highway department is involved. The Commission stated that it is the unanumous decision of the Commission to be in favor of the Recapture Project and that they will be contacting the Water Conservancy District regarding this matter.

MONUMENT VALLEY HOSPITAL- JERRY PEAK

Jerry Peak, Business manager for the Monument Valley Hospital met with the Commission to give to the Commission a report on the activities of the hospital. He reported the number of individuals employed, the Impatient and Emergency Room admissions and the total revenues and charities the hospital had for the last year. He further reported on the Dentist that travels to Navajo Mountain and the Doctor that visits the Halcheeta site. He requested of the Commission that the potholes in from of the Hospital be patched. He also requested the County pave the parking area at the hospital, to which the Commission explained the County's policy on not being able to provide such services. Mr. Peak presented to the Commission an indigent billing, and the Commission stated that they would contact Social Services to see why the party involved was not covered under Medicaid. The Commission stated that they would support an effort to achieve a basic contract with the Public Health Service and the Navajo Tribe and the Monument Valley Hospital. They suggested to Mr. Peak that he contact Congressional people for aid in this matter.

Commissioner Boyle reported that the Hospital Board had retained/a gentleman from Panguitch to make an unbiased study of the Medical facilities in Blanding.

COMMISSIONER DUNOW:

Commissioner Bill Dunow reported that the trenches for the drainfield at the airport will be started today.

Commissioner Dunow also discussed with the other Commissioners the Montezuma Canyon Road.

The Commission stated that they would contract the Corp. of Engineers to see if it is possible

for them to help with the road in that Canyon and in Verdure.

COMMISSIONER BLACK:

Commissioner Black reported that he had completed the suggestions to Curt Pehrson's questionaire and that he would discuss the changes and additions to Curt.

Commissioner Black also reported that he will be attending a Western Region Board meeting in Boise this week. He also stated that he is to attend a Wilderness Committee meeting Tuesday, but that he will not be able to attend that meeting.

Commissioner Black also reported that he had spoken with Jay Nelson and that the hangers in

Blanding are almost completed.

AL HASKINS:

Al Haskins reported that he had spoken with S. E. Boberg and that everything in relation to the Montezuma Creek Pool will be ready to be billed out in December.

Al also reported that Deana Scorup has been hired as the outreach worker for the next year for Crisis Intervention a program of SEU-CAP.

ASSIGNMENT OF LEASE:

Commissioner Calvin Black moved the Commission to approve the Assignement of Lease between Philip F. Gramlich, owner of a lease with San Juan County and Energy Fuels Ltd. for 50% of the interest of said lease. Commissioner Dunow seconded the motion, for a unanimous decision of the Commission. This lease is for Metaliferous Minerals on certain patented mining claims in San Juan County. SHERIFF WRIGHT:(FREIGHLINER BEER LICENSE )

Sheriff Rigby Wright met with the Commission to discuss several matters. He also reported to the Commission on the application of the Freightliner Truck Stop for a Beer License and recommended to them that this application be approved. The Commission approved the application and the Clerk will issue the license.

Sheriff Wright also discussed with the Commission the problem of new residents in the County and residents living on the State Line not purchasing license plates when they should. The Sheriff explained that license plates should be purchased within 24 hours after moving to the state, that includes having children in school, being gainfully employed, or claiming residence in the state. Sheriff Wright further stated that effective January 1, 1980 the Sheriff's office and the High-way patrol will be strickly enforcing this law. The Sheriff further went on to say that individuals moving into the state or falling into the catagory above should aquire new drivers licences within 60 days.

The Sheriff discussed with the Commission in detail the costs for the jail and how P & I funds are used.

BRUCE SHUMWAY & RICK MAINORD:

Bruce Shumway and Rick Mainord met with the Commission to discuss the Mental Health Budget. A requested Budget of $15,601.00 has been tentatively approved. The gentlemen also explained the Social Services Budget for the next year and also the Senior Citizens in Bluff.

XEROX TELEPHONE CALL:

Commission Chairman Boyle received a call from Xerox during the course of the meeting regarding the County's decision to terminate its rental contract with Xerox in order to rent on a purchasing basis a copier from I.B.M.

DEPUTY AUDITOR FRANCOM:

Deputy Auditor Bill Francom met with the Commission to discuss with them the Budget that is being proposed and the mill levys that will be required and other matters.
