MINUTES OF THE BOARD OF COUNTY COMMISSIONERS MEETING HELD APRIL 10, 1978

Minutes of the last meeting were read and approved on a motion by Commissioner Guymon and seconded by Commissioner Black.
CROSS CANYON ROAD
Mr. Casper met with the commissioners to discuss putting a county road up Cross Canyon. The commissioners discussed getting the BLM and the property owners together with the surveyor and Commissioner Guymon to get the right-of-ways needed and to get the road in the right way.
VOTING MACHINES
Clytie Barber, the county clerk, met with the commissioners to discuss the purchasing of voting machines for San Juan county. It was decided that not only the cost but the distance made voting machines impractable for this area. They also discussed election and counting judges for the new voting districts in Blanding. They also discussed registration agents and voting places
The commissioners received a letter from Francis Nielson, City Manager for Blanding suggesting that we amend the voting districts so that the 2 north districts are divided by 2nd West instead of 1st West. Commissioner Black made the motion to so amend the districts, Commissioner Black seconded it and it passed unanimously.
INTERNATIONAL HANG GLIDER INVITATIONAL
The commissioners stated that they are not against this invitational but they feel that if additional members of the sheriff's office must be hired then the invitational should pay for them.
MEETINGS ATTENDED
Commissioner Black will attend the receiption and meeting for the new BLM director. He will also attend the National Association of Counties Public Lands steering Committee this Thursday.
Commissioner Boyle will attend a meeting with the Salt Lake Television Station representatives in Richfield next Wednesday. He also has a City Recreation Meeting at 5:30 P.M. this Tuesday.
MONTEZUMA CREEK SWIMMING POOL
The commissioners and the county attorney discussed the Montezuma Creek Swimming Pool. Bennion Redd, related a coversation he had had with a Mr. Hubbard of the Navajo Tribe. There can not be any discrimination in building the swimming pool. The commissioners will employ Navajo Employees provided that they are qualified. They will also retain the management of the pool. The manager that they hire will be a county employee.
COMMISSIONER BLACK REPORTS
Commissioner Black reported that he had attended the Governors tax study committee and the Energy Council Meeting.
CIVIL DEFENSE MEETING
Mr. Al Haskins reported on the Civil Defense Meeting that he had attended in St. George. They emphasized the need for a county plan incase of a possible war. Al was to write the county plan to relocate 27,000 people if there is a need to evacuate the more populous areas. This is called Crisis Relocation.
BUS FOR WHITE MESA
The Commissioners discussed the bus that the Ute Tribe will provide with CETA providing the driver and the county will pay for the gas and maintenance. The commissioners will take this under advisement.
JEEPS
Mr. Al Haskins met with the commissioners to ask if the Commissioners wanted 2 jeeps for the county. They stated that they could be used if he could get them.
COUNTY RECREATION
Commissioner Boyle recommended that the Commission appoint Roma Young and Robert Day to the Monticello City Recreation Committee. Commissioner Black made the motion and Commissioner Guymon seconded the motion and it passed unanimously. They will replace Madge Anderson who resigned and Bob Mitchell who was transfered.
COMMISSIONERS RAISE
The commissioners discussed the public hearing that was held April 4, 1978 to get the public opinion on raising the commissioners salaries. Commissioner Guymon made the motion to raise the commissioners salaries $1,000 a year. This would give the commission Chairman $9,000. a year and the other two commissioners $8,500. This was seconded by Commissioner Black. It passed unanimously.
HOSPITAL BOARD MEETING
Commissioner Boyle reported on the hospital board meeting that he had attended. The archetect that the hospital board hired states that the hospital needs to add 40'x60' room to the hospital for laboratory and laundry space. Commissioner Black suggested that the archetect try and find space within the hospital for this service room. As it is cheaper in building costs as well as

energy costs to remodel rather than to add on. AIRPORT
The commissioners discussed the Blanding and Monticello Airports and the improvements that are needed at both airports. They also discussed a new site for an airport between Monticello and Blanding that could have the longer runway that is needed as well as having the runway angled in the proper direction.
SENIOR CITIZENS OF MONTICELLO
Commissioner Boyle wrote a letter to the officers of the Monticello Senior Citizens asking that the officers meet with the Commissioners next week.
MENTAL HEALTH
Commissioner Boyle reported that the Mental Health Authority accepted the resignation of Mr. Travis Campbell effective June 1st. Darrell Peck will be the acting executive director of the South area.
PAYMENTS-IN-LIEU-OF-TAXE-MONEY
The anticipated spending of the In-Lieu of Tax money is as follows:
TV $50,000 Roads and Equipment, $192,000
Senior Citizens $50,000
Law Enforcement $25,000
WINTERIZATION EQUIPMENT
John Helquist asked for an additional $100.00 to purchase a trailer for the insulating machine and generator. This was approved on a motion by Commissioner Guymon and seconded by Commissioner Black. It passed unanimously.
ABATEMENT APPLICATION
The Commissioners disapproved an abatement application submitted by Lucinda Vijil because they can abate taxes only for the current year.

Minutes were read and approved.
Road into Cross canyon was discussed. Doug and Dave will look into the possibilities of an alternate route on the east side of Montezuma Creek.
Bernal Bradford reported he had hired a new employee. He suggested a rate of 23-1 to start. This was approved by the Commissioners.
Doug reported on meeting with the B. L. M. on one archaeological study some changes in the
Bluff to Montezuma Creek Route may have to be made: BLM will report back to the County. On another Free Use Permit, the county is working over the line to the south approximately 400 Feet. The BLM wants the county to move off this area. In the Bluff Area the County is getting gravel in an illegal area. In Mexican Hat area the County has permission from the state to crush gravel on their free use permit. Doug said the city of Monticello had requested several survey markers in the city.
Doug requested a distance meter. The approximate cost will be $6000-$7000 to come out of the survey budget. This was approved by the commissioners. They also approved the county surveyor work with the city to get survey markers placed in the city of Monticello, motion by C. Black seconded by D. Guymon, carried.
Dave suggested we move to Mexican Hat gravel Pit: The commissioners instructed Lynn and Bernal to follow up with the state and the BLM. Meeting adjourned.
